Reducing firepower

I wanted to know if there was a way to change what weapons and armor are available to random encounters in Fallout 2?
 
What exactly are you looking for? I bet it is to reduce/eliminate expensive guns (like combat shotguns and assault rifles) "left" the raiders, highwaymans and such.

I also bet the reason is because you think the massive money the player gets selling them is a bit excessive (for you, that is).
