Yeah, the update came with a ton of bugs. They changed the Spy's backstab, broke the Natascha (for what it matters, it still needs to be buffed up to the 25% reduction instead of the 33% it's at), and introduced some game crashers.
I'm somewhat against the idea of removing all player control with an attack in a multiplayer FPS but it can still be balanced. They need to make it unable to stun ubers, allow heavies to stay spun up during the stun, and possibly add a cool down time, during which the stunned player cannot be stunned again, after being stun equal to the time one was stunned (maybe, this is more to prevent griefing than anything else). The stun times might also need some adjusting. The other problem with the Sandman is that it makes the Scout another hard counter to the Heavy and makes the Natascha even worse (basically makes it a failed update), as it can no longer achieve it's goal which was to allow the Heavy to better deal with Scouts.

Yep, it's bad design. Really it's something that's bled over from MMOs and lower budget online games but what companies seem to fail to realize is that it isn't a system which is meant to be fun, it's a system which is meant to be addicting. This makes sense for games with monthly fees, microtransactions, or otherwise make money from users playing their game (TF2 only has the upfront cost). It's problems are that it exaggerates the gap between new (and casual) players and old (and devoted) players by giving a mechanical advantage to those who have unlocks (and thus have played long, ignoring achievement farming of course). It also turns a side system intended for extra enjoyment for some and measurement of e-peens into a required system that just plain isn't fun for many.
They just suspended achievements for a week on a bunch of people who used an external program to unlock them all and get the weapons but they don't care about achievement farm servers. It's interesting that Valve hasn't changed this and the only thing I can come up with is that the heads of TF2 still think it's a good idea, despite all of the evidence to the contrary.
Anyway, as has already been said, use an achievement farm server to unlock the weapons in the meantime. It fucks up your stats if you're not careful (ie kill yourself periodically) but if you don't care and/or if you want the unlocks, this is the best and least disruptive way to do it.
