Hmm the cholla and Josuha trees look out of focus, and maybe the green is a little too bright to fit in with the rest of the tiles. Otherwise looks good, though you might want to change the file structure.

By that I mean I have all the custom tiles I've collected in folders by author, then subdivided by type. For example tiles\Fallout Ranger\Plants not only does this make it a lot easier for the map maker to find things but makes sure that there's no confusion over who made what when it becomes time to give credit.
 
I put these into encounter map Y02 (desert with cactus) and looked close. I partly agree with Req, I think the tree-size tiles and the cholla look a little less "sharp" than the FOT tiles. Maybe you rendered them larger and resampled the images down? Perhaps also the greenery should have slightly lighter highlights (and maybe also darker shadows, though the highlights might be enough to do it).

I haven't really done 3d renders since *cough*AutoCAD R12 with the Pixar render module and 3dStudio 2*cough*. Ah, the early and mid 90s. I should have done more 3d, if only a certain game hadn't come out to distract me... Anyway, back then we would have shifted the "fully lit" and "all dark" colors further from the "ambient" for the leaf materials. Then we would have set it to render and left for lunch, and a trip to the library (walking uphill both ways), and dinner, and maybe a movie, and hopefully the 33MHz 486 and it's 8 MB of RAM would be done when we got back.

More variety in the desert plants is a good thing for Fallout. Have you turned out some FO-format images from these?

You could also make container versions of the cacti, from which the player could take ingredient .ents for certain drugs.

The cholla from the first group and all the tiles from the second pack. They all look blurry not just compared to the original tiles, but the rest of your desert plants as well.
