Where is defined which town has this ? It must be hardcoded... Where ?

It isn't hardcoded, and is really easy to adjust. You must change a combination of two files: city.txt from the data folder and intrface.lst from the art/intrface folder. The lines townmap_art_idx= in the city.txt tell which picture (line number) in the intrface.lst to use.
