Basically optimizing a website for 800*600 is another way of saying this page won't look very good in smaller or larger resolutions.

If done right, web pages should look good at resolutions as low as 640x480. I try to design my HTML pages to conform to 640x480 stadards while still looking good for a person using 1024x768, or even the video mode I run in: 1600x1200.
The key is to not use any background graphics that look bad when repeated, these include backgrounds built for 640x480 monitors where the side-bar repeats. Often no background image is best.
With good use of tables and text/image alignment your page can look good on all monitors of all sizes.
One thing I don't adhere to however is that lame 216 color rule. I figure if you're still dabbling in the 256 color days you need to spend $50 for a better computer. I only use the 216 colors because some of them look really good like #000099, but for the most part, everyone has at least a 15/16bit color display, even most laptops.
