What if Fallout 3 was a prequil? How cool would that be? And since the Earth would still be insanely radiated, you could have really cool perks based around mutations, like 3rd Arm, Scaled Skin, Adrenilin Glands and Retractible Claws. Imagine how cool it would be to actually SEE the changes too! I'm sure the lithtech engine is more than capable. Oh well, maybe its just me...
 
I dunno. It would be something totally different, and maybe that's good, because I think the game needs some change, to keep it fresh. But what you write stands too far from the f3 genre. Change is good, but you should never forget the roots of the game. So I think having the f3 setting between f1 and f2 is the best solution.
And besides, I don't like that 3rd arm, scaly skin thing. If you look at it that way maybe your character turns into the incredible hulk every now and then. Or he gets bitten by a radioactive spider and can suddenly stick to the walls. Nah, that's not like Fallout at all.
