F1 sentient racoons

Is there a mod that restores sentient racoons? I recall that feature being discussed in Fallout Fixt threads years ago but it is not included in recent releases of that mod. I am currently playing with 0.81alpha.
 
I like the idea as a sort of alternate take on how the Fallout universe could have went more akin to Gammaworld. Got those sprites handy? Where did you see them?

It's not possible to add new locations to Fo1, which means such a mod will never happen.

How extensive are engine changes between F1 and F2? I always thought that F2 was just new content with minor tweaks to UI and companion AI.
 
I always liked talking Deathclaws. I think people take Fallout lore too seriously.
 
Which is pointless because the one they used for Fallout 2 is sufficient. It would be easier to replicate the map from 1 I wager. I need to look into modding Fallout 2. I've never read up much on it.
