I'm hoping that from the precedent set by Fallout Shelter, in which a Fallout spinoff game can be made that isn't another Elder Scrolls clone in gameplay, Obsidian can be allowed to make a Fallout game like the originals or Wasteland 2.
It'll load up fine with dummy esm's but in game is where it checks the IDs. It may crash if you interact with anything referencing those missing id's.
After a patch, the id of an ai package the legion assassins was using changed. So I had to update a mod I was using that edited them...
With an escape button macro and some canteens, you can rest quickly on the scorching desert 2 squares west of Vegas. Very little is encountered out there.
For Fallout to use the Elder Scrolls system, it would need enough opportunities to use each skill enough to grind at it. It would be hard to level up Science with only finite computers to hack. Also how would you level up Medicine (in its current incarnation)? Use chems on yourself?
