    It's applied as every other modifier. so it's 75 x 1,75 x 1,25 x 0,5 for instance where 0,5 is very hard modifier, afaik. And yes enemies have x2 damage modifier on very hard but it's applied after DT.

    That's because of the formula, everything is multiplicative. So after applying cowboy and better criticals, for instance, you already have a big number, and x1.75 of that number would be a really massive boost, usually overcoming the x3 DT drawback ;)

    NCR = Mr.House? No way... NCR is pre-war human community with the same attitude that caused the Great War in the first place, yes. But House? His goals are totally different.
