Hey, Tactics was a pretty solid game, as far as the gameplay was concerned. To me, anyone who really enjoyed the combat in Fallout 1&2 should have enjoyed Tactics.

I completely agree, and I do think you'd be absolutely right in saying "If you like Oblivion, you'll like Fallout 3" and vice versa. In the early days of Fallout 3, we were saying "Oblivion with guns, lol amirite?". That has since changed to "Oh shit, it really is Oblivion with guns. Dammit."
