Well, i already thought it was just a joke, but it is too odd for as Russians. We think that -40 Celsius is cold - not +40!
In fact, we Russians do not like this Fahrenheit temperatures, but careless translators write this temperature in Fahrenheit, so we do not know what does 100-110F realy mean even if we play localizated Fallout.

So this is just a joke, sarcasm? ha? OK, i'll bealive you... for now.
