Sorry if someones posted about this before cant be screwed reading threw everything

but is it legal to add say new locations,quests,npcs,critters to the orginal games Ie your playing fallout2 but there are 3 more locations added by a mod?
 
Yes, it is legal. But it is not legal to distribute the fallout engine or any other original files with your mod.
