Can't free SUlik's sister

First time out of the vault
I get to the Slaver camp, and wipe out all the slavers.

Get the keys, free the slaves in the gated pen, and then I go into the shed with Sulik's sister. They re-unite, and I get two options, be sneaky and let her out or go and lock and load and kill slavers.

However, there are no slavers to kill. Worse, when I go back to the gate to let out Sulik's sister, she asks if it is safe, and my only dialog option is to say that I will be back when it is safe.

Anything to do?
 
Walk around the camp and use combat mode to look for survived slavers; some of them were probably only knocked down, but no killed. I've played this location yesterday and have rescued Kurisu without any problem. (RP 2.1.2b)
 
just made an account to say i believe you can sequence break this quest by accidentally hitting one of the slaves in the lower cage and after freeing them they'll all run out of the map making you unable to kill every "enemy" cuz I swear i killed every slaver. I've checked and you can highlight enemy's with the Restoration project and there aren't any left and I still can't free Sulik's sister she keeps giving me the message "are they all dead" and I say no so make sure you save before entering the area
