Fallout 2 mod Can't get 3-Step Plasma Transformer in RPU

It's my third playthrough on latest RPU and in all of them I couldn't get Skeeter to ask me for the Plasma Transformer nor could get it from Jeremy (he doesn't have it in his inventory and giving the form I only get the option for the Moss Covered Three Handled Gredunza), is there some skill check going on to get the right thing or is it just bugged? I didn't upgrade a weapon right after giving him the Super Tool Kit, is this a quest you have only one chance to start?
 
AFAiR you either need to get an upgrade from skeeter first or at least ask him about what kind of equipment can he upgrade so that dude knows skeeter can upgrade weapons. ( this might be tied to his initial dialogue which is overlapped if dude bhas the snap-off super repair kit i inventory when talking to skeeter first. I remember that when i played i also had this issue, quickly solved it and later forgot about it.

It's not a big deal to give him$$ for the upgrades, as he stashes the $$ on himself, so it's just a matter of emptying his pockets ^^:)

I didn't upgrade right after but I did later, then asked for other upgrades too to see if a new dialogue option would show up, I didn't pay for a new upgrade tho... gonna do some more testing
 
Yeah, I did some testing and it looks like it's a one chance only to start this quest, if you don't have an upgradable weapon in your inventory when you give the Super Tool Kit to Skeeter he won't mention the Plasma Transformer
