Unfortunately commonly found pieces of equipment, such as NCR and Legion armor, don't have a high value. Your best bet would be to gamble in the casinos.

a Lck of 8 and a basic knowledge of blackjack will having you cleaning out the Casinos in no time

that got nerfed somewhat in the last patch, u cant do a 200 cap slot spin anymore

What's the max bet now? Even 100 will get you far above the max limit of what you can win at casinos.
