I think their should be different careers you can choose from like what did your character train immensly for during the first 16-35 years of his or her:P life, (ninja thief doctor politician) I mean forget about all that strength intelligence and charm crap the way to go is to pick your characters career physical characteristics and maybe intelligence. I also think you should be able to choose species and race.

I don't like your idea. Fallout relies on the SPECIAL system. It's an important part of what makes the game so good and it shouldn't be changed. Your career idea will turn it into a class based RPG probably with extra restrictions to your stats and weapons you can use. It reminds me of AD&D too much. Now those games are good in their own right, but it's not fallout.
 
shadowman has a point...

...but i think mybe there should be more charecters to choose from plus the "build ur own", or mybe a drop-down list of careered char. so when u choose one, it automaticly fill the char. database

to go along with my earlier subject on careers, the career choice would do more than simply decide stats, it would decide where you start the game, what you look like, and what jobs you can take, for instance employer X is not going to hire someone dressed in a Kimono to drive his truck 300 miles south... etc.
