Constantly Repeating Special Encounters?

This isn't a help issue, more a bit of curiosity I'm looking to satisfy, but is it a known issue to have one particular special encounter keep repeating itself? I have a party member loaded down with explorer-style perks and I seem to have run through every last one of the special encounters, with the Canadian Invasion being the last one I got in sequence. Now, it's the only one I ever get. No matter the map square, no matter what else I do in between encounters. Canadian Invasion, over and over.

If I get an encounter now in a square that's already got a Canadian Invasion instance in it, the game boots me to the main menu and says it can't load a scenario. The last one I got before the Canadians was Pitch Black, and no matter how many times I loaded the game or which square I had the encounter in, it was always Pitch Black. It doesn't seem that random encounter generation is actually all that random, and it appears to follow a strange set of rules. Can anyone shed any light on this?
 
Actually no your right, they are not random, in the Campaign Editor you can choose the percentage of each encounter in each square.

I had this happen to me except the Pipboy mission that was spawning, i got to 3 and the game crashed over and over, i had to restart the game.
I then did some digging on the Internet and found that when all Special Encounters where found it repeats the last one because it can't find any more to load.
The bug has been around for a long time, the way to fix it is make a blank or "fake" encounter and don't add it to the world map.
 
Huh. I'm definitely not going to complain. I'm up against the robots now and my few remaining small guns characters are definitely grateful for a farmable source of Super Soaker ammo. Seems like it would suck a lot worse for someone if their final encounter was something like Pitch Black or one of the look-don't-touch spectacles like Mir.
