Critical hits on thrown weapons

Look, Ma! Two Heads!
I think I may have missed something when it comes to critical hits. I wanted to try a novelty character, one that could not work in a standard game, one that was an Olympic glass throwing character and was basically dependant on critical hits via aimed shots, ie the ultimate spear chucking savage. It's not working out that way. Despite having finesse and a luck of 10, then the character has not scored a SINGLE critical hit on a throw, aimed or otherwise so far. Now the character is level two and has not left Arroyo. On paper, and in the character screen, his base crit chance is 20%.

So what gives? Right now he has NO other combat skills, which I could change in the editor but it spoils the concept.

Is it throws, even aimed throws can't crit?
Or crit chance depends on levels?
Or you can't crit which in Arroyo?

At the very least I'm thinking Finesse might have been a mistake.
 
Throwing weapons can crit. It's just the game disables "critical success/failure" from roll checks for the first day in the game.
