After some people went batty with speculation over the PSM3 article, Emil Pagliarulo posted in the BGSF to say that:
I'd like to confirm that Speech is, in fact, the skill missing from that list.

The radio disc jockey's name is "Three Dog," not "Three Dawg." Not sure where that spelling came from, but he's very much NOT a hip-hop D.J.

No, [deathclaws are] not [mutated grizzly bears]. Heh.
OMG HE DID NOT DISAVOW ROBO HORSE but there is a hint of non-violent super mutant interaction.

Thanks Ausir.

I really hope this robo horse thing is severely diminished.

They've bastardized enough as it is.

The robo horse probably would be just a easter egg that is refering to Oblivions horrible horse travel. Well they can't seriously create a fucking robot horse can they?

horse mounted twin miniguns would rock though

The 1 shot = 1 AP question is leaving me hanging.
on a more serious note,
whats wrong with 1 shot = AP ?
these are not "Action Points" anyways as you can use them only to shoot - and weapons gonna have varied cooldown/reuse (or wathever) time [most probably] anyways.
That said, i see little purpouse in having these AP at all, considering path F3 took

Why not? They've already changed every core gameplay mechanic associated with Fallout 1 and 2.

It's most likely just an ad. A fucking stupid ad if you ask me, which would have more of a place in The Jetsons along with robotic humanoid maids wearing skirts instead of in Fallout, given the more functional design that robots have in this setting. But an ad all the same.

That was kind of a given. So, we now finally have the full list of skills. While I won't be missing some that were dropped or merged, like Throwing, Traps and even First Aid, the other changes do irk me a bit.

Melee and Unarmed being a single combat skill feels too much like Oblivion's blunt axes, narrowing the choices in weapons instead of better balancing them. Tying the health recovered from stimpacks to character skill also strikes me as lazy design, it sits right next to "more skill = more damage" on the nonsensical scale, plus Medicine could be made useful by simply cutting back on stimpacks and adding random encounters when resting.

A bolt-action sniper rifle should use 5-6 AP while a 9mm handgun should only take 4.
I doubt that you'll be able to disregard the normal firing speed of weapons in VATS.

Bigger/slower guns should take more AP.
this will be nonissue,
just look how it looks in other FPS, it (firing) just happens slower/faster - in f3 all gaming is still in realtime, and 'AP' are there (afaik) only to limit use of VATS (for some reason)

Edit: [what guy above said] ;)

That I could deal with. Something like the Mr. Handy or Corvega.

It would be stupid, but at least I wouldn't have to be tortured by a robo-ass you could ride.

they are separate.

Whoops, seems like I misread the last preview :P. I blame it on the apparent name change to Melee Combat. Glad that was the case, though.

The thing is, Mr. Handy walking the dog was tongue-in-cheek and all, but he still looked like an ugly bucket of bolts, and not like Rosie. Still, this being an ad is a lot less silly than riding around in such a ludicrous contraption.

I think you are forgetting the robot dog in Fallout 2.

Besides.. I think in light of the 50's children's fascination with the Old West, a robotic horse would fit the 50's retro-future. I can see the ads now. "Safer than the real thing!" or some such.

What would really be funny is you see a box for it with a guy riding it and it looks like a real sized horse but when you get it out of the old dusty box, it only comes barely to your waist.. so you would look like an idiot riding a little robotic pony.. and you could have people when you enter a town make sarcastic remarks.. that would be funny.

I have a feeling that might even be stepping outside of Bethesda's (mis)understanding of Fallout's humor.

It doesn't include vulgarity, over the top violence or nudity, so I don't think they'd really consider it funny or applicable.

Irony is a lost art.

/sigh
I remember quests in Arcanum. Demon murderer in Caladon, Stillwater Giant, Tulla Student etc. Full of irony and "god, tell me about it".
But it may be too hard for Bethesda to grasp what irony is.

Emil on Charisma:

Neither.

If you want to sweet talk your way through situations, a high Charisma is definitely valuable. As is, of course, a high Speech skill.

There's a ton of dialogue, as has been mentioned before. Lots more to say to individual people (true conversation trees), and lots of opportunities to talk your way through quests/gameplay situations.
