EPA level & HHG patch

im kinda confused by the new edition of the fallout bible...are they saying that the EPA was originally gonna be in it but taken out?

second, what bug does the patch that got released today (or a few days ago..its the most recent news update) fix so that you can get the HHG?
 
The EPA was designed but never implimented. Some part can be found in the various files referring to it.

The "patch" actually changes the trigger of the HHG to check a different variable. If you encountered the first part, then it would trigger a ceratin variable to change. The second part was to be triggered then (and the first "removed"), however the game checked for the wrong variable.
 
Uhmm... what's this "Fallout Bible" everyone's referring to lately, and where can I find it?
