It does. Publishers normally set the patching schedule and also finance patching. It sometimes happens a developer releases a patch or two out of his own wallet but it's rare because it's really costly, more costly than many independents can handle.
So looking at Obsidian's patching history isn't that useful. Look at Bethesda's history.
