F2 movie and talking head quality improvement possible?

Not that I would know if this is possible; but given all the incredible work that has gone into killap's patch and soon to be expansion, I think it would be great if someone were able to improve the quality of the movies (i.e. elder movie) and/or talking heads (i.e. Sulik).

I have seen tools in the Files section for converting the files to avi and back, so I assume from there someone could use some sort of software to clean and improve.

Maybe I'm just hoping for too much, but it would be great if possible and maybe would keep these files from breaking when people try to play the game at higher than the recommended screen resolution.

Any thoughts? Or perhaps someone ready to take it on?
 
My point is:
It's impossible. Try to make from 320x240 picture 640x480 and you see the results. If somebody re-draw talking heads - no, not able in game engine. Just like with elevators.
 
ok - so what about simply improving the quality?

I remember reading something in the forum that part (if not all) of the reason why movies will not play in higher res is their quality (not sure how to explain myself in terms of video). So does anyone think that is at least possible?

I didn't really expect that the movies or heads to be able to be converted to a different size.

Redo the movies from scratch?

But seriouly, I belive adding the possibility to play movies in a reasonable format (Xvid, Ogg Theora) might be helpful (specifically, if you could play in full 24bits - not sure if that is possible). Also, I even don't know if it would be worth adding hi-res movies to good old Fallout.
