First time out of the vault

Hey guys, new poster here that just started Fallout 1 and 2 for the first time.
I've run into a bit of a problem with 2 (I'm running the restoration patch).
I've completed most of the main and side quests up until the NCR without much wandering. I got a bit lost there and decided to go to Vault 15 (I missed talking to Tandi as I didn't see the path to her location on my first visit). So when I got to the vault, I got the quest to find the daughter, rescued her using speech, then got her back to her mom. I went back to the shack and killed the guards. Couldn't get into the elevator so I went to talk to Zeke, and asked him about the vault.
Now, his dialogue says that he is giving me a red keycard, but it never shows up in my inventory. I reloaded and tried to steal it before talking to him, but it wasnt in his inventory either. Did the same thing again after killing him.
Is this a bug or am I missing something? Any help is appreciated. I did have another save an hour or so back, but it would suck to find out that the problem persists.
