When we first approached the guys about doing this, years ago at this point, we really wanted to do something where they just kind of ran with it. Let them come up with their own ideas, whether it was a bunch of standalone strips, or one that worked all together, or whatever. We really didn’t care whether it had anything to do with Fallout 3, or its locations or characters, we just wanted to see what would happen when Penny Arcade did Fallout.

So we went back and forth with them providing what info and assets we could, and Tycho and Emil would trade emails about different ideas of things they had come up with. They picked at some different ideas, but it wasn’t until I had a chance to go show them the game many months ago that it really clicked for them, I think. And they came up with this idea of telling their only story of one of the other Vaults. And it was one of those great things where we started getting strips over in bunches and it went from start to finish in a hurry.

Not really. Penny Arcade has a lot of Hype Added Value.

Say what you will about Bethesda, but their PR is pretty effective. And fairly creative.
 
Penny Arcade humor has always been a bit hit and miss for me. Sometimes it's funny, but usually not. Great idea on Bethesda's part though, PR-wise.

Can these new vaults be considered canon?

Sure, but he isn't saying these are the first PA comics on Fallout, he's saying they're the first in the PA Fallout series.

Wait, wasn't there a vault which had too many women which was
mentioned by the President or someone in Fallout2? Or was it men?
 
Wow, it's a comic guys, it's supposed to be funny. I actually love penny arcade because when their comics are not funny, they are usually making some point or telling some creative story.

The positive side is that this might indicate the level of humor we will find in fallout 3 and that actually makes me a bit hopeful.

It's a comic, guy, why are you speculating on it as if it means anything?
 
It might indicate that bethesda won't fuck up the humor in fallout 3.

It could just be a PR decision and not linked at all. So far this comic has not shown up on the penny arcade site, so if it was just for PR I would think that bethesda would do their best to get it hyped as fast as possible. Since it isn't on the penny arcade site it could mean that this is something that bethesda is simply doing for the fallout hopefuls or to show off some of their sense of humor without giving away any in game information.

Basically it could mean something or it could mean nothing.

I missed the point and humor in this one. Where is it?
I can see it going somewhere, but this is just a setup.

Are the PennyArcade guys in anyway responsible for in-game writing whatsoever?
How can it be an indication of anything?

It could mean something if it was made by Bethesda. Since it seems like the PA guys have been given the freedom to do what they want with the concept, this comic series doesn't really indicate anything about FO3. To be honest, I don't think Bethesda cares about getting hype as fast as possible, especially at this point. This comic will be running for several months, maybe even up to release day, so there'll be plenty of time for hype to build up.
 
Well I find a man with a box of puppets, living in a vault for a couple of decades to be hilarious. Of course I fill in the blank in my mind, because that is generally how fallout plays out. Do you really need to be told what to think? Does everything need to be explained detail for detail for you to understand it?

It can be an indication of something because bethesda actually wanted to put something funny out there. They could have simply not done it at all. And it seems that emil and tycho went back and forth coming up with ideas and since emil works for bethesda I did the math in my head.
 
It'd be funny if these vaults were visitable in-game.

More so if Vault 43 flourished due to the need to band together in order to fend off the panther.
