Fallout Map Creating Questions

I'm a newbie to the FT Tools, however i play the game since it's existence.
I think i figured out most of the creation part, but i have some problems.

1 - When i build a second floor, i cannot see the characters on the first floor. Is there a special way to make the second floor disappear when i'm on first floor?

2 - I placed tiles on -1, and placed walls on 0. Normally, i should be able to place second floor walls on 12 but it just end up as a BAD TILE but i can see it would fit there. What am i doing wrong? (i tried to place it on 13 but it looked bad.)

3 - It seems the RESIZE MAP option does not work for me, the yellow quarter doesn't change no matter what number i type for regions wideness and height, so i use larger other-created maps and delete all entities and tiles in it, to build mine.

In the editor right click on the level bar to hide that level, or choose the option under 'View' to show only tiles on the current level. In game you'll need to run 'Tools' 'New Occlusion Data' before the levels will pop, this can take ages depending on the size of your map so leave it until you've finished.

Place the walls on 13, but use the wall caps on level 12, if your building doesn't have an internal second floor use two sets of wall caps one inside the other.

The resize map option is to give you more (or less) regions to build your map in, it moves out from the bottom left of the screen. So the default is 10 x 10 regions, if you build your map in the top right of this area and then decide to resize it down to 2 x 2 you'll lose your work. So be careful with this.

Hi on this way I will able to resize and extend old vanilla mission map sizes as well?
