Fallout: New California?

I'm not sure if this should go here or in the fan-fiction section, so my apologies in advance.

I've been going through New Vegas again & playing with concepts for a direct sequel. I see a lot of people wish to put a new Obsidian/Black Isle Fallout in another part of the US, but to me an ideal follow-up would take us back to where it all started. Back to the Core. Enter Fallout: New California!

So first off, some canon has to be established. Courier Six has assumed full reins of New Vegas using Yes Man as a public face since the Courier himself is presumed dead ("Thought You Died" perk). Lanius was killed but General Lee was convinced to withdraw peacefully. The Khans went northeast to carve out an empire of their own.

Years later (a decade minimum) the NCR is now in shambles & the Core has been embroiled in a civil war for some time, bisecting the Republic in half with "rebels" controlling the north & "loyalists" controlling the south. The rebels are led by none other than General Lee himself, who sees the civil war as a means to redeem his name, but the factions that stand behind him all have their own distinct reasons for joining the rebellion. As the war has been going on for a few years (2-3), the Core has suffered massively from the infighting & the armies' preoccupation with each other has allowed raider tribes formerly driven east & north to once more begin making incursions along the outskirts of the NCR. New Arroyo, San Francisco, Vault City, New Reno, Redding & Klamath are controlled by rebels. Shady Sands/NCR, Maxson, Dayglow, Boneyard, New Adytum & The Hub are controlled by loyalists. Essentially, we have to fix all of this & do it as we see fit. Whereas they belong to either side, each township is its own faction as well (or several, in the case of New Reno for example), which you can gain enough influence with to dissuade them from siding with whomever they are fighting for.

After the introductory phase of the game, we are presented with another major factor - The Khanate. In the years since their migration, the Khans' (largely nomadic & scarcely populated) empire now stretches from Wyoming to Oregon & through process of assimilation they have grown remarkably in numbers, with only a handful of raider tribes north of New California remaining independent. Seeing their arch-nemesis of old now in a weakened state, the Khanate now seeks to exact revenge for all the decades of struggle & hardship they faced at the hands of NCR. Whereas they are indeed a civilization of their own, the hatred its leader holds for NCR has driven them to become genocidal (Papa Khan has long since passed away). They are introduced when they sack one of the town's to the far north (let's say Klamath, possibly an entirely new one). You can of course side with the Khanate, which would lead to the total destruction of the NCR.

Just a few thoughts on how it might be set up. What do you guys think? Any tweaks or additions you can think of? Does any of this even sound plausible/interesting or am I just spewing crap all over the place?
