I only load 2 of the preorder packs. The Tribal Pack is dumb. In a world where people use SMGs and plasma weapons, getting throwing spears is asking for a quick death. The Mercenary Pack seems like too much to me. Metal armor and a grenade rifle is too much for a courier.
I like the pistol, ammo, and stimpaks in the Classic Pack, and everything in the Caravan Pack. The armored vault suit and canteen go into a footlocker in Doc Mitchell's house. These items are not balance breaking at all. If you use these weapons to shoot at the Radscorpions and Cazadores north of Goodsprings, it will just make them mad. If the Deathclaws had a sense of humor they would start laughing. I get a good set of equipment that seems plausible for the Courier to have.
I know some may ask why these goods weren't looted. Benny likes to think he's honorable. He even tells the Khans, "I ain't a fink" in the opening video, even though your hands are tied and you can't defend yourself when he shoots you. Since Benny's paying for this job it would be just like him to make the Khans bury you with your stuff. No wonder McMurphy stole Benny's lighter.
