Fallout Skins...

Can anyone help me find a Fallout Based Skin on:
Winamp Skin & Windows Color Scheme which would look similar to the Interfaces of Fallout 1/2(2 Preferably) I got hooked in Fallout during my years 6th Grade and still 4 Years later I still like the game so I am trying to make my Desktop as FOish as possible. Thanks for any help if you can post the links here:

While there's no windows theme among the downloads there's winamp skins, wallpapers and a few mods that lets you change startup images.

Yes, that's a nice Winamp skin, but what about a Windows .. theme?

I was also thinking of the Windows Theme when you shut down your PC you would hear the "War never Changes..." instead of the Windows Shut Down Tone
