Yes and no. Using the method where you enter town by pressing a number on the keypad to go to a specific area of the town, you can enter the shuttle. I forget what number, though... maybe 4? Well, there's only 10 to choose from, so it won't take you too long.
Don't expect to much though. All it is is a small enclosure full of red hexes that say "unused art" or some such on them. On top of that, once you enter, there is no way out short of loading a game.
