Vault City Annexation

Has anyone tried not taking Bishop's disk to Westin? Did this get Vault City annexed by NCR?

I thought Bishop wanted to kill Westin. And i don't know how Vault City gets annexed. They got occupied by NCR at the end of my game because i forgot to kill the raiders

I always just shoot up the dang place. Never go there until I have Power Armor and Gauss Rifle. Then come in and KILL EVERYONE! Except Cassidy. He stays in the bar and gives me drinks.
