I've had this issue as well, from what I could tell it usually happens if I do the following:
-Have a bad karma player
-Be either liked or Idolized by the Powder Gangers
It usually freezes for me when going into buildings in Primm or the police station between Primm and the Mojave Outpost that is overrun with raiders.
Thought this might help determine the issue. First post, brand new to the forum, been coming here for some time. Been having this issue and kinda pissing me off so I thought I would add my thoughts on it and register. Love Fallout and New Vegas but haven't played previous Fallout games. Hello to all!

Edit: Might help to include that I play it on Xbox360.
