How do I change the perkrate.

Im starting a new character as a robotic humanoid, but I really don't like the idea of having no perks. I'd like to take the 99 perk rate and put it back to human standard of 3. Does anyone know how to change the perk rate either for my character or for an entire race? Perhaps one option would be to give myself the divine favor perk 96 times but I'm not sure how to do that. Any advice would be appreciated.

AFAIK that field is increased once every levelup, and then when it goes above the perkrate you can select a new perk.

I don't know though if it is reset to 0 when it becomes equal to perkrate, this would require a seperate counter that tells the game how many perks you have available. Or if the counter just goes up, and then has the perkrate substracted when you select a new perk.

This could seem irrelevant, but think of divine favor... If it is the last approach, then you could just _not_ select any perks before DF, and then after you get a -1 to perkrate you can select 5 perks instead of 3.
DF is avaliable at level 14 and it costs 3 to get it. 11 left gives 5 perks and 1 level left with perkrate 2, otherwise 11 left gives 3 perks and 2 levels left at perkrate 3...

NOTE: This is just wild speculation and completely untested!!!
