How to recieve quests without stalking and following every single npc?

It's really tedious, it's not like they're static they change location, while you are stalking one npc to get a quest out of him you miss the other and then stalk him again , miss another etc.

It's tedious, so without following walkthroughs and ruining your experience how do you do it?

I want to get at least 90% of the quests without stalking and micro-planning ( i prefer to do that to real people haha)

The rumor system in Oblivion worked great for this purpose : Cherry tells you Matilda is holding sex slave scamps in the basement for example. Cherry also gossips about all other quest givers giving you convenient journal based access to them with minimal effort.

I used to be a completionist but playing rpg's felt like huge chores and i dropped that shit.
 
You're shooting yourself in the foot before you even get off the ground. You want to find "90%" of all the quests yet you aren't a completionist anymore? That's HOW you find quests; being thorough. Wandering around and exploring every nook and cranny that you can when you visit a new area is how you find hidden goodies. Looking around every room to investigate which NPCs are generic and which have names is how you find most of the quests. The game is easymode enough as it is, considering once you've activated a quest you have compass markers pointing you in the direction of every goal and holding your hand the whole way; even if the goal is like FO1's original main quest of "we need something, but don't know where it is" you'll still be pointed right to it. It doesn't need to be even MORE convenient and help you FIND quests, too.

Very few quest givers move around to such a degree that you need to search them. Or are you somply bothered by the fact that you need to talk to an NPC to start a quest?

A lot of quests can be started and completed even before someone gives them to you.

I don't remember any quest NPC that wanders around in a wide area and I doubt that Obsidian would make the mistake to have important NPCs wander around huge places. The only place where I had to search NPCs a bit, and which I remember, is the Followers Fort in Freeside... but even that was just a small encampment and the only two really important NPCs there are Julie Farkas and Arcade Gannon.
