OH! and if you want to level up enter this
advlevel
It will level you up, suggest doing this... >.> to get your perks all up.
Oh, and once you've reached 100 in most skills and almost 100 in another skill set your skills lower so you can continue leveling otherwise the game sticks at the skill screen.
Oh, and if you level up and get all perks and decide to level up again... well, let's just say you get stuck again... So yes, there is a max level you can reach.
