Jacob in Broken Hills

Howdy Folks, i'm playing though fallout 2 for the first time in ages and i'm in broken hills and i have 1 question;

Where the hell is Jacob in broken hills? Walkthroughs says he's east of the ore refining plant in the shop. But i've gone there and there is nobody there... I've done the murder people quest, confronted francis, so have i triggered his disapperence?

Hmm i've check the whole jail (well the doors i can open without getting shot at ¬¬ ) and all i get is people with floating text...

Well if you did the murder quest, Jacob was sent to jail. Nothing more you can do with him now.
