You have the NPC list:

10 Ian
10 Tandy
10 overseer
10 Killian Darkwater
10 Gizmo
10 General Maxon
10 Old Tandy
10 Cassydy
10 Marcus
10 Dogmeat
10 Sulik
10 Lynnet
10 Frenky Horrigan
10 Mr. President
10 Master
10 Vic
10 Myron
10 Goris
10 Cyberdog
10 Elder
10 Hakunin
10 Harold
10 Algeron
10 Father Tully
10 Bishop
10 Salvator
10 Right
10 Mordino
10 Sergant

Everybody in this list has 10 HP. You can change HP of two NPCs per day. You can give someone one HP and take one HP from some other NPC. Then you copy the list and print it right changing the list.
When HP of NPC equal to 0, you just delete the NPC from the list.

The problem with this idea, demonstrated nicely by that link, is that you have to make a lot of posts to get any significant results at all and even then it's hard to say what they tell you that a simple spamless poll couldn't have.

We could make it a "this one or this one" game...

Like, nr. 1 says "Ian or Lynette".

Then nr. 2 chooses, let's say, "Ian".

Then nr. 2 posts another choice, like "The Hub or San Fransisco".

Etc etc.
