Mutants?

Ok, in Fallout one, the FEV virus didn't make most muties intelligent, but in fact, dropped their IQ by a considerable amount.. (though there were expectations).

But, in Fallout two, the mutants in Broken Hills have the same IQ as most of the humans.

Does this have to do with the Enclave? Is there something I'm missing, or forgot?

I found it a bit odd....

As if you'd find in the Glow computer, the FEV was supposed to enhance not only the body, but the mind as well. And I think there was test results or such there talking about it.

But I think they spoke of testing it on a rat, and its brain mass increased. However, when testing it on larger mammels, they became increasingly fierce.

Has to do with radiation levels, I think.

Agreed. In F1, when you read Grey's diaries, he mentions something about the problem being radiation contamination. However, I'm guessing it had to have other factors too. Afterall, in F2, Marcus says something about most of them "not having the will" to withstand the process.

I guess that only mutants with a reasonable amount of intelligence remaining would have settled in Broken Hills. The less intelligent mutants would either have died out, or continued to wander and slay random people. After all, you still continue to encounter stupid mutants in FO2.
 
Maybe their stupidity was temporary just like their sterility.
That the stupidity was just a side effect of being dipped. And their intelligence returned after while.
