I haven't come up with a name but the gameplay would be that you were to build a settlement, like Megaton, Junktown or the Hub. You start out small and you have to scavenge for resources and trade with travelling merchants and buy the needed resources like Food, Water and other vital resources. When your settlement starts expanding, you will attract more people because the bigger the establishment is, the more people can fit in but more the people, the more it would cost resources to upkeep the settlement. You as the leader, could hire the people staying in your little piece of Heaven (or Hell) to the needed Jobs like guarding or looking for resources. Leader could also set up shops, bars and restaurants (nothing too big, depending on the settlements size) and hire employees to them.
Of course, it wouldn't be all fine and dandy with just running the place, you need to know how to invest your caps and protect your establishment from threats like Raider or Super Mutant attacks which you or your guards would help defend against. Think it as like all those city building SIM's but only with a fallout theme to it.
