Neros ridiculously over powered melee dude for Fallout: New Vegas
This is a character that focuses on fast movement and massive melee hits for combat and science, lockpick, medicine and speech to do anything or everything else you wish. Personally I played on hard difficulty with this character, but I should have played on very hard since hard was extremely easy. This build gets better and better when you progress in the game and accumulate the necessary perks.
Building and testing this dude was done on the PC version so I have no idea what the gameplay is like on consoles.
S.P.E.C.I.A.L.
STR: 9
PER: 1
END: 9
CHA: 1
INT: 9
AGI : 9
LCK: 1
You end up with 1 spare point which you can place in either PER, CHA or LCK (I don’t recommend luck since this build focuses on massive normal hits, thus making crits totally useless). Personally I chose CHA just to get a head start on speech.

Tag at least melee, the other 2 don’t matter that much since tagging in this game only gives you a 15 point boost (Compared to say, fallout 1 or 2 where tagging affects the whole progression of the skill). I tagged medicine and speech.
Traits:
Heavy handed is a MUST for this build
The other one doesn’t really matter; I took wild wasteland just for the heck of it. (You might think kamikaze is awesome, but you don’t really use that much VATS with this build. In my opinion 2 DT is much better to have.)
Skills in general:
The goal is to have at least these skill levels:
Melee – 100
Unarmed – 90
Survival - 45
Medicine – 100
Lockpick – 100
Science – 100
Speech – 100
You get one extra skill to ~70-90 depending on your choices on the way. I chose to have repair, which was at 92 when I was finished. Remember that there are 4 skill books for each skill (That’s 12 skillpoints) hidden in the world. So don’t raise your skills above ~90 until you have found the books if you want to absolutely max your skills.
Perk progression:
Lvl 2: Doesn’t matter that much. Black widow type perks are ok in the beginning but towards the end they become pretty mundane. You can always pick intense training for extra stats or swift learner if you’re impatient
Lvl 4: Educated. More skills is always good when the goal is to do as much as possible
Lvl 6: Travel light (Note that you must have 45 survival at this point and that you will only use light armour)
Lvl 8: Super slam (One of the best perks out there for a melee dude. Swing fast and your opponent will never get off the ground. You need 45 melee for this)
Lvl 10: None of the lvl 10 perks have any use for this build, so pick either Stonewall, Toughness or Bloody mess
Lvl 12: Piercing strike (You need 70 unarmed for this)
Lvl 14: Purifier
Lvl 16: All the new ones are useless. Pick Stonewall, Toughness, Bloody mess, Unstoppable force (Melee 90) or lifegiver
Lvl 18: Same as 16
Lvl 20: At this lvl I chose Explorer because I wanted to go through everything. If you want to find stuff on your own, go with same as 16
Lvl 22: Same as 16
Lvl 24: Slayer (You need 90 Unarmed at this point)
Lvl 26: Same as 16
Lvl 28: If you took explorer at lvl 20, go with same as 16. If not, this is where it becomes optional
Lvl 30: Whatever you want. I tagged repair to get it as high as possible
Implants:
With this build you get all the implants. You should leave PER, CHA and LCK last for obvious reasons. I took Sub-dermal Armour as fast as I could, more DT is yummy.
Gear:
Wear ONLY light armour or you will lose 10% of your precious movement speed. You can find Vault 34 security armour in vault 34. Fully reapired it has 16 DT which is awesome for light armour. It breaks down pretty easily, but repairing it costs next to nothing.
Get a super sledge or a Fire axe and you’re golden. I used the special fire axe (Kcock Knock) from Searclight pretty much the whole game. The special super sledge (Oh Baby!) is a bit better dmg/dps wise, but I ingored it simply because I don’t like the way the sledges look. Plus Knock Knock hits a bit faster, which means more knockdowns.
How to play this dude:
Charge towards the enemy and hit stuff as fast as you can! Well ok, it’s a bit more complicated than that. At the beginning you are not that overpowered so you can exercise a bit of caution and use VATS. On later stages VATS is only useful against single, extremely powerful opponents like the legendary Deathclaw.
Why? Because the beauty of this build is that you’re so fast you can dodge pretty much any melee attack and ranged doesn’t really hurt that much. And even when you get hurt with 100 medicine a couple of stimpacks will fix you right up. Sidestep to dodge stuff and hit them where it hurts. VATS is used against the powerful guys because, at least with fire axe and super sledge your special move in VATS (Mauler) is pretty much a guaranteed knock down. After the opponent is down just smash away and it’s dead before it can get up again.
Obviously companion characters won’t be very effective because of the lack of CHA but you really don’t need them. I only took companions with me in order to do their quests.
Hardcore:
I haven’t tried this on hardcore yet, but I don’t see why it wouldn’t work. You might want to ditch something in order to boost up survival for extra effect from consumables. Getting Adamantium skeleton might help too, ditch for example Toughness #2 for it.
