Yes, she can be damaged and killed.
Yes, she can do the quests.
Yes, she can use any weapon in the game, including miniguns etc.
Yes, she can wear pretty much any armor in the game.
For example, the recon armor looks great, but it does give her scaled down breasts. Hats and helmets, however, have clipping problems. I also tried out sexy nightwear. This not only gives her large breasts, but also reveals her brown undershirt, along with the nightwear.
Another problem is that certain items in the game are coded such that children cannot interact with them. For example, she cannot activate the atomic bomb in the center of Megaton. However, she can pick up and use any drug or gun in the game. Did the devs anticipate that child PCs might try and activate the bomb?
Actually, the thought of playing an evil minigun/fat man weilding 10 year old girl who blows away super mutant behemoths is pretty rad.
