Wow. Getting through this town was not only super fun but very intellectually charged. Huge plot spoiler below.

In determining the new sheriff, I decided "hey, I hate the Gangers because they are evil, so let me go to Mojave Outpost and get some military support from the good guys." I went through all these tasks, such as checking out Nipton and clearing out the Radscorpions and finally was able to convince the Major to send troops to Primm.
I spoke to "good guy" Hayes and he was ready to occupy Primm and protect it on behalf of the NCR...as long as the innocent and poor townsfolk paid hefty taxes and whatnot. I was pissed.
I went to NCRCF with Ganger armor (I had killed Dawes during a previous visit) and spoke to Meyers and offered him the job after hearing that this PRISONER was the GOOD GUY. Sure, he takes the law into his own hands, and the people of Primm need that, but also Meyers had self-imposed his prison sentence out of respect for the NCR and for the crimes he committed. I was reliving a moment from The Green Mile.
I'd rather the NCR take control, but not if they are going to be bureaucratic despots. So, the ex-sheriff Meyers was the clear choice for me, but I was concerned about how that would affect my standing with the NCR.

I opened up my PipBoy and sat in my computer chair for ten minutes before trying to figure out what to do.
This wasn't a black-and-white choice like Megaton, where you have to be a dastardly, materialistic (nicer house) evil doer to even consider blowing the town up. Instead, you have to weigh both sides and pick the lesser of two evils for the greater good.
I can only assume the rest of my game is going to play out the same, and I say bring it on. I'm only at the 10 hour mark and already this game is much better than 90% of the RPGs I've ever played. I may even play a new game the second after I beat my first play-through.
I can't wait.
