Question about temporary bonus to SPECIAL

So I noticed a lot of guides seem to mention keeping some stats lowering because they can be raised by drugs or items like the tinted sunglasses in the game. Will these temporary or circumstantial bonuses count when things like perk requirements come up? like putting on Sunglasses just before leveling to meet a charisma requirement >.>?

Yup, it's working - when you use the chemicals right before taking the perk, all of the temporary bonuses/penalties are counted. (it's kinda cheat, however)
