On the cover of Fallout Tactics, there is a new powered armor suit. I don't own the full version of the game, so is this armor more powerfull than the Enclave's Advanced Powered Armor, or their APA MKII??

It has as much to do with Fallout as Spock has to do with Star Wars. They both might have the same name or be science-fiction, but they otherwise have no relation.
In this case, the PA in FOT has no relations either technology-wise or whatever except by name to the originals, much like FOT has no relation to the Fallout games.

Your question is rooted in continuity a lot more than FOT is rooted in Fallout.
I doubt the FOT PA is better than either the Fallout t-51b Power Armor *or* the Enclave's Advanced Power Armor.
The FOT PA is basically a thick rubber suit with metal plating and a few actuators.
The T-51b, and Adv. PA were actually a metal coated polymer which allowed some flexability. They're both higher tech than the FOT PA.

If they are better, they really shouldn't be.. There's large areas of exposed rubber. Rubber's not good at stopping bullets.
