Randomized HP for enemies during special encounters

I always found it a bit silly that every super mutant or radscorpion or whatever you fought had the same amount of HP (at least in Fallout 2).
OK, you did have certain sub categories like baby this, though that, nasty whatever. But even those had the same hp as the others in that sub category.
My suggestion would be something like this. You enter a random encounter with 6 raiders for example. The minimum hp's for a raider is 50 and the max 99. The computer chooses randomly how many hp each raider gets. You could even get different experience for each one. For example if he had between 50 and 59 hp you would get x-amount of experience. If he had between 60 and 69 it would be x+y. Between 70 and 79, x+2y etc.

But only during random encounters because otherwise a gaurd in a town could have 40 hp the first time you come there, the second time 60 and the third 50 and that would be quit silly.
 
You just brought up a neat idea and one I thought of before, but never mentioned.

I would really like if every NPC had their own stats. They would have base stats and randomly differentiate a bit. Take a group of raiders. Some would have a point or two higher endurance and have some more HP while others would have had increased perception and hit you more often.

In fact I always thought every NPC had their own stats, but that they didn't randomize at all and you couldn't see their stat sheet.

Actually for a guard that guards a settlement which is frequently attacked by Raiders or something it could work. I mean, sometimes you get there straight after an attack or so and he hasn't had time to heal yet, the next time it's been quiet for a while and he's at full strength...
