It Wandered In From the Wastes
So about every time I end up in San Francisco, after a while, Red 888 Guns and Flying Dragon 8, the two good shops, stop stocking new items. I was wondering if this might be an issue of there being too many different items on the map, perhaps some variation of the 'too many items' bug? Or is it that there are too many items in the shops? (Given that I usually load them down with a lot of stuff I don't have any use for)

If it's neither of these, is there a fix? I looked around but I couldn't find anything pertaining to this problem.
 
This is a bug relating to the game timer going out of whack (so it never catches up to the merchants' "next restock time" variables). It's not known what causes it, though. It seems to happen to some people and not to others, so it could be system-related. You haven't used any hack to avoid the 13-year time limit?
 
@ Per: did you ever look into what he said, whether it isn't related to bartering too many items to those shopkeepers? 'Cause I had the same thing happening to me in my last run-through and that's exactly what I had done as well: barter all the stuff I didn't need anymore. They didn't restock after doing that.

I'm almost certain it's related to the timer (or "a" timer) since it's the only thing that could and would explain everything reported to happen in connection to the shopkeeper issue. It's possible there could be multiple similar bugs, but I'm keeping an Occam-y mind towards that for now.
 
Well, I suppose there's just one way to be sure about this. I'll have to go gambling after hitting the enclave and getting the hintbook, get a whole lotta dough, and buy out most of the shopkeeper's wares and stow them somewhere else; probably Navarro. And then see what happens afterward.
 
If you just want to test it you can give yourself a million gold using the inventory editor, buy the stuff and drop it in the desert.
 
Well, I gave it a shot. Bought both shops out of pretty much all their stuff, parked my car at the military base, and checked their wares after wandering the wastes for a month. Than another month. Still no dice. So it's probably the timing thing. Either that, or it's like the too many items bug and it corrupts the map permanently after you've had too many items in it. Either way, it sucks. Fortunately I think that Buster sells 2mm EC so I'll just have to get it there, provided the bug hasn't effected the NCR maps either.
