Shadorun mod, new info, and ideas

This game assumes the Third Edition rules and story for everything. The Forth Edition is garbage updated by another company, most likely paid off by Microshit. The main problems facing a fallout 2 mod based shadowrun game are as follows:
-Fallout 2 does not have magic, solved: The radiation of the "cleansing nuclear Wipe" or CNW has essentially removed all presence of essence from all humans and metahumans.
-Fallout 2 does not support PC being a different race (open to debate, this is afaik) either way, it has been solved: The story is based around a group of elite shadowrunners, who are all human.
-Fallout 2 does not have the same attributes and skills, solved: this isn’t exactly shadowrun, things have changed since the CNW.
-Fallout 2 allows you to steal from npcs afaik, This needs a solution, as you will not be able to steal from your hired runners.
-Fallout 2 does not have multiple levels going up. Any of the Megacorps that survived the CNW, now build complex underground bunkers, known as earth scrapers.
-There is no possible way for a matrix to have survived the CNW, and it is improbable that I will implement the matrix into the fallout 2 engine as it would be a pain in the royal ass. Earth scrappers may have a private, low tech matrix, text only.
-The elevators only allow 3 levels, so subsequent levels will be accessed via either a second 3 level elevator, or ladder systems. This could be confusing; perhaps a script could be used in the elevators stead.
-The Fallout 2 13 year limit, and starting date will be needed to be changed, most likely with a patch for the executable.
-The game will have to be patched so you aren't wearing a vault suit if you take your armor off, and so that you start with the pipboy.
-There must be some sort of pda like attatchment, to keep track of your runs and storyline critical missions. If there isn't you will lose track of your objectives. Perhaps a pip-boy addon?
Some basic gameplay ideals, and thoughts, in point form, for those that do not like to read paragraphs.
-The mutants on the surface are a result of orks, goblins, humans, and meta-humans, cross mingling after the CNW, they shall be referred to as slummers.
-Cybernetic implants will be installable, even though you usually require essence, because of the Fallout 2 engine, and the radiation from the CNW, essence is no longer required.
-Theft in general will be very hard, compared to the original fallout 2.
-The car will use alot less fuel, and will be alot easier to get.
-I will extend the world map a bit, if possible. It will be 100% mainland, no coastal sections.
-There will be many more cities/establishments compared to fallout 2.
And finally, so this all makes sense in both the game engine and the shadowrun timeline, here is some backstory:
The main goal in the game, will be to get revenge on the team members that betrayed your old runner unit, who are now partners with renraku/yamatetsu/azentechnology; and find out why your leader ordered the CNW. It will not be an easy task to infiltrate their earth scrapers. Meaning, power armor, high stats, lots of life, and 5+ people per room; ammo will be plentiful.
The story assumes that in 2058 august 19th. An elite group of shadowrunners, know as the cleansers initiated the CNW. Being that they basically, blanketed the entire planet with timed nuclear bombs, set to explode simultaneously. They used smaller bombs, and spread them quite densely, nothing much was left. What was, was quickly scavenged shortly after the weather/events settled down. Most of Europe Asia, Australia, and South America are totally screwed, so high off the radiation markers that they are no go zones, even for those that prefer the glow.
Utter anarchy broke loose, and in 2059 the few head figures of politics that had been tipped off about the CNW had been overthrown, or assassinated. Many people were killed and many riots occurred, throwing those in power, out. For the most part, slummers owned the UCSA territories.
In 2060, a Renraku Corp began to rapture it's ugly face in the form of earth scrapers, and hired goons. In September 2060 several large area's not directly hit by the explosions were discovered, though inhabitable due to climate changes. Many healthy people were found, and began to flourish, once again giving life beyond the slummers of the world. Unfortunately very few metahumans survived, being very vulnerable to the radiation. of the ones that did, they have mainly taken figure heads, in societal areas, due to their clear advantage over their human and slummer counterparts.
in 2061, Yamatetsu Corp began to surface in UCAS as well, in direct competition with Renraku, waging wars still, over what was left of the world. Essentially; nothing. Renraku quickly snatched up the market in biotechnologies, and arms; Yamatetsu closely trailing Renraku in arms, and medical supplies. The life of slummers was greatly increased, by Renraku offering free treatment to those who were ill, at the same time, giving them mass popularity in the society.
2062 saw many changes, as Aztechnology migrated it's way back into UCAS territory. Meanwhile Lonestar, which had also been tipped off to the CNW, began to resurface and take up positions in the more civilized areas. Laws and more civilized cultures began to sprout, all over the UCAS. Many smaller corps, drug dealers, arms dealers, and traveling caravans began to conduct business as well. Things had finally seemed to take a turn for the better until...
2064. You finally awaken from your sleep in your runners unit's vault. The 6 year process left you weak, and utterly defenseless. You're comrades, died, due to malnutrition. The amount of food your bodies were to use was miscalculated. The only 2 remaining in the unit’s fallout bunker; are yourself, and an eccentric doctor, who did your sleep calculations. You manage to open the vault that you were locked in, and explore, as the exit leads into a catacomb beneath one of the larger establishments. From there, the rest shall be a secret, until I release the game.
