SHP editor

I'm looking for a freeware SHP editor to create new units for Steel Panthers : World at War (http://www.matrixgames.com). I downloaded BS SHP Builder, unfortunately it shows only black rectangles when I open files. Any ideas?

What the hell does this have to do with Fallout in any of it's incarnations???

It has to do with modding, admittedly not Fallout, and I don't know where else to ask. Sorry if I posted in the wrong forum.

Im sure I used a SHP editor for the unit icons in Red Alert. Try looking at the Command and Conquer mod sites for one
