Weird Glitch I am not levelign up at all

So yeah, I started a new run just to pass the time, I am already getting Primm a new Sheriff, killed a good number of critters and raiders btu I suddenly realsied that I am not levelign up or receiving experience at all, I am stuck at level 2, the little arrow isn't even sliding on the Level bar, something blocked my hability to level up, what could this be?

I tought I solved it, I loaded another save and then the buggy one, but today I booted it up again, and no Levelign up again, I just completed a bunch of Quests and killed the Powder Gangers at teh prison, still trapped at level 4, what could be hapening?

My guess is there is a lone powder ganger stalking you so your staying in [caution] until you hide or kill him you'll get exp but will not show it until leveled up. My Fix: Hunt that shit down!

well after Downloading Honest Hearts, I found... I can't level up again, I cannot use those 5 levels that it added, gonna try reloading an older save file.

It could very well be just Project Nevada that I haven't updated yet so gonna try that out.

When you have gained enough experience to level up you may get stuck in "caution" as burningsnow126 wrote. If you get stuck in this mode, and at any time while combat is initiated or when enemies are near you won't level up. It has happened to me as well.

I think I solved it, i just had to Kick start the leveling up, I used the adlevel console commands and I got all the levels I was supposed to get from all the experience I got inmediately, But because I tecnicaly "cheated" and got an extra level I am actualy level 41, but there was no other way, still I put the points into survival and repair.
