What is the difference between Ghouls and Mutants (non super)

What is the difference between Ghouls and Mutants (non super). Harold is a Mutant yet he looks like a Ghoul.

Harold has a tree growing out of his head bypass he time fo2 rolls around. It can be assumed that talius appears different than ghouls. I've always wondered what exactly a slag/skag is.

Harold and Talius are FEV mutants, it's not clear why they are different aside from Harold wasn't exposed as much to it as others. Can't remember Talius' case.

Contrary to the Master, who was soaking in FEV for way than anyone else.

I think the mutants such as the skags are affected by whatever they've had to adapt to with a bit of radiation alteration thrown in.

Except all the Children of Atom who are immune completely to radiation with no plausible explanation.

Edit: I realize I haven't really answered your question. Mutants like Harold I presume are like the Super Mutants I'm the way he is immune to disease and radiation. Probably in better condition despite looking like he does with a tree out his head.

How he ends up the way he does in Fallout 3 is a bit of a contradiction to what I said though
 
As I understand it FEV just does whatever it wants. Depending how much radiation you've been exposed to or how long you're exposed to fev. Centuars are amalgamated abominations and I dint think the player is supposed to take it at face value that they all look the same like that... Iirc all the mutated creatures were the result of fev but fallout 3 retconned it to just radiation. This post went nowhere and answered nothing but there it is.
 
Ghouls are radiation changed humans, mutants are FEV changed humans.
The precise origins of ghouls were a topic of some debate between the developers of the original Fallout, with Tim Cain stating that ghouls develop as a result of radiation, while Chris Taylor supported the idea that they are a result of a combination of radiation and FEV. Chris Avellone initially supported the latter view, before ultimately deciding in favor of the former. Bethesda Game Studios and Obsidian Entertainment ultimately concluded that radiation is the only external factor at play.
So Tim Cain and Chris Avellone agree it is radiation only. I guess Bethesda and Obsidian also agree...
 
Ghoul are specific humans that suffered from the same radiation fate and display similar symptoms.
Super-mutants are successful fev experiments, or at least good enough to serve in the master army ( true successes would mean as smart as Marcus or the lieutenant)

Mutant is a general word for everyone who isn't quite normal. For the enclave, it means everyone on the surface. For the player, it could mean ghouls, slags, super-mutants,or failed fev experiments, like the master, harold, talus, the centaurs, or any humanoid monsters met in fallout 3 or new vegas.
