I can not rember the name of that gun but it looks like a reltivly new assault rifle
Can't rembber the name but it had a 20 mm cannon on it which was designed to air burt and a rifle on the bottom

You idiot! Thats from Wasteland. the reason they are so white is because Wasteland was in 16 colors. Not 16-bit color, but 16-colors. Someone spliced the level-up image and the three legged hooker pictures together. Brings back memories:
"The hooker takes you to a back room where you spend several hours doing.. interesting things. She leaves you feeling...unclean." Haha...

Whomever said it was an early, pre-release build is probably correct. You can even go to the interplay Fallout 2 page and you'll see some shots of weapons that didn't make it in the final game.
